I created new salary grades in Setup>Budgets>Human Resources into the Input Set I'm working with. However when I look into the Human Resource Master either for the Input Set or the Master List, it is not available for me to "promote" an employee. How can i make the new salary grades appear? I'm just trying to reclassify an employee's salary grade.

Are you trying to promote someone from an "hourly" salary grade to a "salaried" salary grade?  If so, that could be the problem.  For the Promotions feature, the "new" salary grade needs to be the same (hourly or not hourly) as the starting salary grade.

Is that the scenario you're facing?

Changing an employee from an hourly Salary Grade to a salaried Salary Grade (or vice versa) is a known limitation in Microsoft Forecaster. One idea to help you work around this limitation is to manually make a copy of the employee as a new employee with a similar ID and assign the new Salary Grade. The old Salary Grade employee will work through a certain period. The new Salary Grade employee will begin that next period and work through the rest of the year.
